CSME: Poor Implementation Performance Appraisal

first_imgBy Elizabeth Morgan Performance Appraisal rating My previous article on the CARICOM Single Market and Economy (CSME) addressed the lackadaisical attitude to implementation of decisions which persist in the Caribbean Community (CARICOM). In the Communique of the 40th Heads of Government Conference, St. Lucia, July 3-5, Heads, in their appraisal of CSME implementation, “expressed their concern at the slow pace and low level of implementation of the CSME and lack of urgency exhibited by some Member States in enacting the necessary legislation and putting in place the administrative measures for implementation.” Thus, it seems to me that the overall grade which the region received in the CSME performance appraisal was about “C”. You may be interested in… In their assessment, the Heads recognized that there were factors contributing to the poor performance.  Capacity constraints among Member States were identified. They agreed that more support should be provided to national CSME Focal Points and acknowledged the importance of timely reporting and public education and outreach. It was also reported that there was progress in establishing a CARICOM Private Sector Organization (CPSO). Responsibility of the Political Directorate It is my view that to improve the CSME implementation grade moving it to B or A, the Heads themselves have to give clear instructions to their national Cabinets that CSME implementation is a priority and should be mainstreamed into national development policies, plans and programmes. Financial and human resources have to be provided recognizing that the CSME contributes to national development. The political directorate has to acknowledge that CSME implementation positions the region not only to engage in intra-regional trade, but also in trade and other economic activities with the world in these challenging times. Caribbean small economies are particularly vulnerable to natural and economic disasters and need to cooperate. This is where the report of the CARICOM Commission on the Economy could make a useful contribution regarding the economic strategy. The Heads themselves have to signal their own commitment to CSME implementation and problem-solving. There are mixed messages coming from the political directorate. At CARICOM Meetings, the message is support for regional integration and, at home, it is one of indifference with national interests taking precedence. In engagements with third countries, even the region’s trade and economic interests can be deferred on the basis that politicians are elected to serve their national interest. The CARICOM Heads, if they genuinely support regional integration, need to provide the leadership required to demonstrate that the national and regional agendas converge in a common interest. I mentioned in a previous article that Heads should show their regional commitment by the importance they attach to their quasi-Cabinet assignments. CSME implementation does not only rest with the Prime Minister of Barbados. Other Heads of Government have CSME responsibilities in their Quasi-Cabinet portfolios, for example: Antigua and Barbuda – Trade in Services Dominica – Labour including CSME Movement of Skilled Persons Grenada – Science and Technology including Information and Communications Guyana – Agriculture Jamaica – External Trade Negotiations St. Lucia – Sustainable Development St. Vincent and the Grenadines – Transportation The Bahamas, though not in the CSME, as a CARICOM Member, has responsibility for Tourism. CSME implementation also requires Community bodies, such as the Council for Finance and Planning (COFAP) and the Legal Affairs Committee (LAC), to meet regularly with attendance of a critical mass of Ministers and Attorneys General to facilitate decision-making. The participation of the private sector is critical thus progress on CPSO is welcomed. Without the commitment from the political leaders, the private sector and other parts of civil society, including academia and the media, then the CSME will make little progress, the grade will not improve, and as the Trinidadians say, the region will continue “spinning top in mud”, or as the headline recently declared “revving with the handbrake up”. CARICOM leaders need to release the handbrake in the common national and regional interest. Bramble hundred, Rutherford cameo floors Pride

first_imgBRIDGETOWN, Barbados, CMC – Anthony Bramble’s second first class hundred underlined Guyana Jaguars’ dominance, and a late strike by seamer Raymon Reifer left Barbados Pride with a mountain to climb in their third round match of the Regional Four-Day Championship here yesterday. The right-handed Bramble stroked an unbeaten 130 as Jaguars piled up a massive 548 all out in their first innings on the second day of the high-profile fixture at Kensington Oval.Reifer struck 75 while 20-year-old Sherfane Rutherford reminded of the reasons why he was recently snapped up in the Indian Premier League by smashing an exhilarating 54 from a mere 43 balls.To add insult to injury, Clinton Pestano and Veerasammy Permaul both scored 32 at number 10 and 11 respectively, as Jaguars rammed home their advantage against the star-studded hosts. In reply, Pride ended the day on 33 for one, after left-armer Reifer had left-hander Shane Moseley caught at mid-wicket for 15 off what turned out to be the day’s final delivery.Heading into day three, Pride find themselves still requiring a further 515 runs to make up the deficit.Resuming the day on 319 for five, Guyana flourished thanks to the overnight pair of Bramble and Reifer, who extended their sixth wicket stand to 157 before being separated. Bramble, starting the day on 51, reached 85 at lunch before passing triple figures early in the second session. All told, he batted 208 deliveries in 5-½ hours at the crease and stroked 17 fours and a six. Helm flying home to pilot IMCA Modified

He’s currently stationed in Texas and flying in the Specialized Undergraduate Pilot Training program. (Photo by Ben Pena)SHERRARD, Ill. – Dalon Helm brings a unique perspective on speed to the IMCA Modified division.Second Lieutenant Helm, a Sherrard, Ill., native and graduate of the United States Air Force Academy is stationed at Laughlin Air Force Base in Del Rio, Texas.Now in the Specialized Undergraduate Pilot Training program, he’s flying a T-6A Texan turbo-prop with a top speed of around 360 miles an hour.He’ll be home over the Memorial Day Weekend and hopes to race with his father Dan at Davenport Speedway and Quad City Speedway, two of the tracks he competed at during his 2016 rookie season.“I had 10 flights in a small plane before I raced a Modified,” said Helm. “I’m going a lot faster now in a T-6 but it’s hard to tell the difference because of the perspective. Having tires on the ground feels faster than when you’re in an airplane 15,000 feet off the ground.”Helm will next train in a T38 Talon, a course that leads to becoming a fighter or bomber pilot, or a T-1 Jayhawk, which leads to flying an airlift or tanker plane.The Talon tops out at around 860 miles an hour, the Jayhawk 530 mph. Regardless of where his Air Force career course takes him, Helm wants to keep going fast on dirt.“It’s a long way to anywhere from where I’m stationed but I’ve been able to make the three hour trip to Abilene to watch the races a couple times,” he said. “I’m definitely looking at where bases are located and where the tracks are located. Racing is definitely something I want to continue. Once you start you get hooked.”Admittedly late to the sport, Helm decided last summer would be the perfect time to start. And with the number of sanctioned tracks so close to home, the IMCA Modified would be the perfect division to start in.“My dad and grandpa Bob had both raced around the Midwest and racing was something I had wanted to do when I was a kid,” he said. “I was at the academy one night thinking about what I wanted to do in the 60 days I had after graduation before reporting to my next duty station. I decided I wanted to race.”After talking that idea over with his father, Helm went online and found a 2014 Forward Chassis. His grandfather had parts stored away in the garage that he could use and Helm was ready to start his own racing career.In less than a month and a half, Helm logged 17 starts at Davenport, Maquoketa Speedway, Quad City and 34 Raceway.His best showing came on his 15th night out, with a sixth place finish at East Moline.“My dad will have the car ready when I get back at the end of the month,” Helm said. “We had a blast racing last summer. It was the most fun thing I’ve ever done and I learned a lot.”last_img read more
